General Motors (Central Foundry Division) Superfund Site

The U.S. Environmental Protection Agency (EPA) is conducting its third five-year review of the General Motors 
(Central Foundry Division) Superfund Site, located in the town of Massena, St. Lawrence County, New York. This review seeks to confirm that the cleanup actions to date continue to be protective of public health and the environment.

The cleanup of the General Motors site is ongoing and is being addressed in three stages: immediate actions, which included the installation of an interim cap on the Industrial Landfill at the site in the late 1980’s to prevent migration of contaminants, and two long-term cleanup phases focusing on the cleanup of St. Lawrence and Raquette River system sediments; excavation and removal of contaminated on-site soils; removal of contaminated soils and sediments on St. Regis Mohawk Tribal properties and treatment of contaminated groundwater.

Remaining work includes the installation of a permanent groundwater treatment system, replacement of the Industrial Landfill cap and the creation of a 150-foot waste-free buffer around the landfill. Cleanup work is expected to be completed in 2017.

A summary of cleanup activities completed, to date, and an evaluation of the protectiveness of the implemented remedy will be included in the five-year review report.

What is an EPA Five-Year Review?

The purpose of five-year reviews is to ensure that implemented remedies at Superfund sites function as intended and continue to be protective of human health and the environment. These regular reviews, which are required by federal law when contaminants remain at a site, include:
  • Inspection of the site and cleanup technologies;
  • Review of monitoring data, operating data, and maintenance records, and
  • Determination if any new relevant regulatory requirements have been established since EPA’s original cleanup decision was finalized.
When will EPA’s Five-Year Review Report be available?

It is anticipated that the five-year review report will be available at the website noted below by late summer 2015.
